Rep. Chu Praises Biden Actions to Increase Abortion Access

WASHINGTON, DC – Today, President Joe Biden issued Executive Orders to promote and improve access to healthcare, including lifting restrictions on abortion access domestically and internationally. Rep. Judy Chu (CA-27) issued the following statement:

“Abortion is healthcare. But for too long, unjust and discriminatory gag rules like the Global Gag Rule have prevented women, people of color, LGBTQ+ people, and those with low incomes from being able to access safe abortion care. To be clear, the only person who should have a say about whether a woman has an abortion is the woman herself, in consultation with her doctor. The occupant of the Oval Office should be no more involved in that decision than in deciding what medicine a patient should take. I applaud President Biden for rescinding the Global Gag Rule which forced doctors in international settings to provide incomplete information to their patients or risk losing funding, and the ability to help patients at all. That is why I am also thrilled that the executive order restores funding to the UN Population Fund, an agency whose goal is specifically improving reproductive and maternal health worldwide.  

“Limiting the choices of women and their families abroad was wrong, and that goes for the restrictions on abortion access domestically as well. I am glad that President Biden is ordering a review of regulations which instituted a gag rule on domestic providers using Title X family planning funds, forbidding them from mentioning abortion services, even if their patient asked directly. In California, the impact of this regulation was devastating, resulting in the loss of over 130 Title X providers across the state. Nationally, the number of Title X patients served dropped by over 20%, or nearly one million fewer patients.  The only possible result of this review must be that restricting the healthcare choices of women because of their income is completely unjustifiable and counterproductive to the goals of a healthy nation.

“After four years of sustained attacks on women’s reproductive health services, I look forward to working with my colleagues in Congress and the Biden Administration to restore and rebuild programs like the Title X program, and will push to end policies like the Hyde Amendment that restrict abortion access based on a person’s income. I will continue to champion legislation that ensures that everyone, no matter where you live, how you get your insurance, what your race or socioeconomic background is, has access to the full range of reproductive health services, including abortion.”
