Congresswoman Judy Chu’s Congressional Youth Advisory Council

Congresswoman Judy Chu’s Congressional Youth Advisory Council (CYAC) is an opportunity for high school students residing or studying in California’s 28th Congressional District to highlight and discuss important issues that face our youth.  Students will work directly with staff and a diverse group of leaders from our community to collaborate and identify how the federal government can help the community. 

Student Eligibility:

  • Students must either reside or study in the 28th Congressional District.
  • Students must be in 9th through 12th grade when the program begins.

Application Materials:

  • Online Application Form, where you’ll also be uploading:
    • Signed Authorization and Release Form
    • 250-word essay explaining why you wish to be a member of the Council
    • Resume
    • Official or unofficial high school transcript (or middle school transcript for incoming first years)
    • Two letters of recommendation from non-family members (you may upload them on the application or it may be emailed directly to the office with the provided email)

Deadline:

  • For the 2025-2026 CYAC, the deadline to submit your completed application is September 15, 2025

FAQs

  • Decisions will be emailed around October 20, 2025.
  • There will be 8-9 scheduled meetings that will run from 4:00pm to 5:30pm PST with one exception below.  Most meetings will be on Zoom.
  • Meetings dates are:
    • Wednesday, November 12, 2025
    • Wednesday, November 19, 2025
    • Wednesday, December 3, 2025
    • Wednesday, December 17, 2025
    • Wednesday, January 21, 2026
    • Wednesday, February 4, 2026
    • Wednesday, February 18, 2026
    • Saturday, February 21, 2026 (9am – 12pm)
    • Wednesday, March 4, 2026 (tentative)
  • All council members are required to attend the first and last two meetings of the program.
  • Students will be allowed 2 excused absences to remain in good standing.
  • Students are limited to a one-year term.
