House Passes Bill to Strengthen U.S. Semiconductor Manufacturing and American Competitiveness
Washington, D.C.— Today, the United States House of Representatives passed the CHIPS and Science Act, a bill which will provide billions in federal funding and tax credits to support domestic semiconductor research and development, as well as reauthorize and expand federal science research programs.
Amid a semiconductor shortage — pushing the U.S. to rely on foreign countries more heavily for manufacturing — this critical legislation aims to elevate production and national security by providing $52.7 billion in grants and a 25% investment tax credit to support domestic manufacturing efforts. Also included in this historic investment is the nation's largest five-year investment in public research and development to strengthen research capacity and security, support innovation and further modernize technology and infrastructure.
"I was proud to vote today for the CHIPS and Science Act, which will bolster our economy, create high-paying jobs, spur innovation and strengthen the United States' position as a global leader in technology and industry," said Rep. Judy Chu. "From critical investments in semiconductor production to funding to build out the STEM workforce, bolster scientific research, invest in green energy, and so much more, this bill will strengthen our supply chains and build a more resilient and productive economy as we continue to emerge from the COVID-19 pandemic. My district in the San Gabriel Valley has a long history of innovation and a strong scientific research infrastructure, so I am proud to have voted for a bill that will continue America's leading role in scientific development and innovation."
