Reps. Chu, Moore Reintroduce EITC Age Parity Act to Expand Tax Credit to Younger and Older Workers
WASHINGTON, D.C. – Today, Reps. Judy Chu (CA-28) and Gwen Moore (WI-04) reintroduced the Earned Income Tax Credit (EITC) Age Parity Act, which would eliminate age restrictions that currently prevent millions of young and older workers without children from claiming the EITC.
The EITC is one of our nation’s most effective anti-poverty tools. In 2024, it lifted 4.4 million people above the poverty line, including over two million children, and reduced the severity of poverty for more than 16 million Americans. But the credit excludes a crucial segment of the workforce. Unless you have a qualifying child, the EITC is only available to those between ages 25 and 64, leaving millions of younger and older works ineligible solely because of their age. The EITC Age Parity Act would solve this issue by eliminating the EITC’s upper age limit and expanding eligibility to workers as young as 18.
“The EITC is one of the most impactful and transformative anti-poverty tools we have at our disposal. Unfortunately, arbitrary age limits exclude millions of hardworking Americans who could benefit from it greatly,” said Rep. Chu. “Right now, a 23-year-old stocking shelves and a 66-year-old still working to make ends meet, neither with children at home, are shut out of the EITC for no reason other than their age. I’m proud to reintroduce the EITC Age Parity Act with Rep. Moore to lift more families out of poverty and put more money back in the pockets of millions of workers.”
“At a time when American families and workers are struggling with higher costs for just about everything, our tax laws should not be taxing workers into poverty. That is why I have long championed updates to the Earned Income Tax Credit (EITC), one of our nation’s largest anti-poverty tools. While the American Rescue Plan Act made important changes to the EITC, including allowing younger and older adults without children to benefit from this refundable credit, those temporary changes expired, depriving some of our most vulnerable workers of critical assistance. The EITC Age Parity Act would permanently allow younger and older workers to benefit from the EITC, a crucial first step in ensuring that our tax code can better serve all our workers,” said Rep. Moore.
“We applaud the leadership of Rep. Chu and Rep. Moore on behalf of the EITC Age Parity Act to permanently eliminate age restrictions that prevent young and older workers from claiming the EITC,” said Amy Everitt, President of Golden State Opportunity. “This invaluable tax credit boosts workforce participation and sparks local economic growth. Yet, we need to make sure our policies better serve the workers who have been left behind by our best policies. With the cost of living rising, every worker needs every dollar they have already earned.”
The bill is cosponsored by Reps. Gwen Moore (WI-04), Dwight Evans (PA-03), Jimmy Gomez (CA-34), Terri Sewell (AL-07), Rashida Tlaib (MI-12), Jill Tokuda (HI-02), Shri Thanedar (MI-13), Eleanor Holmes Norton (DC-At Large), Jasmine Crockett (TX-30), and Valerie Foushee (NC-04).
The bill is endorsed by Golden State Opportunity (GSO).
