The Volunteer Income Tax Assistance (VITA) program, administered by the IRS, offers free assistance in tax return preparation for taxpayers who earn about $49,000 and below and taxpayers who are unable to prepare their own returns due to language, disability or other restrictions.

"I am disappointed that California wasn't one of the finalists for the first round of funding for the Race to the Top grants.
"There is $4 billion at stake and California jumped through a significant amount of federal hoops — including passing a law without charter school accountability and linking teacher performance to student achievement — just to be eligible.
